As an aside, net ACA exchange enrollment attrition from January to May 2025 was just 6.6%. It might be up to ~8% as of today. Over 22 million Americans are still enrolled in ACA exchange plans right now.

The attrition thing was always a stupid attack point anyway, though. The individual insurance market has always been more volatile than employer coverage even before the ACA, with a high “churn” rate of people enrolling & disenrolling. This is an actuarial challenge, not a flaw in the law.
