Good for the Arizona Insurance Dept. for not mincing words & putting the blame for the upcoming massive net rate hikes squarely where they belong...not just normal inflation but also Republicans letting the enhanced ACA subsidies expire along with Trump's tariffs.

2026 Rate Increases Each year, DIFI reviews a preliminary range of rate increases from insurers offering Affordable Care Act (ACA) plans in Arizona. For 2026 in Arizona's ACA marketplace, the proposed rate increase we are seeing from insurers operating in our state is around 2.5%- 55.3%. We understand this may raise questions for some consumers and have put together some helpful resources. What are rate increases? Why do they happen? Rate changes for health insurance plans sold on the Affordable Care Act (ACA) marketplace happen every year. It's an annual process where insurers review their costs and submit their proposed rates for the upcoming plan year to state regulators. It's not just one thing, but a combination of factors that influence proposed rate changes. Rising Costs of Healthcare: The underlying cost of medical care—things like hospital stays, doctor visits, and prescription drugs—are significant drivers of rate changes. Expiration of Tax Credits: Enhanced premium tax credits, which have helped many people afford their monthly premiums, are scheduled to expire at the end of 2025. If these credits expire, consumers will have to pay a larger portion of the total cost out of their own pockets. Insurers are expecting this to prompt healthier enrollees to reduce or drop coverage- which would increase underlying premiums. Tariffs: The costs of pharmaceuticals and medical supplies could increase due to tariffs on imported goods, which may in turn drive up health insurance premiums. However, there is still uncertainty about the full impact of these trade policies, and not all insurers are accounting for tariffs in their rate development.
