Yeah, handguns can be stopped with soft armor, but you really need plates for rifle power levels, and made from UHMWPE (Ultra High Molecular Weight Polyethylene) means that they don't cause the bullets to splatter and injure unarmored things like your arms, unlike steel plates, for example.
