That's a fairly large generalisation, for sure there would be some. However I bet a lot more feel like they didn't have proper representation regardless, national issues being properly communicated at a rural level is very tricky because the numbers always seem to have rural people losing
There is absolutely no local benefit to LWDW other than if you live in an area that has cut back local Govt to the bone already and doesn't have water infrastructure issues, then you can 'take the win' at the expense of your neighbours.
It's highly debatable if this is 'fair' as a lot of the people who paid their way for those councils to avoid pipes issues are dead or have moved since.
I do think councils like Grey District and Gore have been put in a poor position by central government – they're expected to do a lot off a limited rates base. But LWDW made that *so* much worse. Under 3W, they would not have been orphaned like this.
Also worth noting that while 3W 'took' their water assets where well managed, it also promised a desperately needed capital infusion, including a fair one for those with well managed assets, in return. The only thing achieved here was to lessen reasonable iwi influence over water governance.
Even councils in a good financial position at are doing so by abandoning things many residents consider core services. Kāpiti crows about their water fees solving infrastructure issues, but they don't collect rubbish at all, for instance. 🙄
The stupidity is astounding. But the relentless path to privatisation is almost unstoppable now. Nanaia and Grant specifically wanted Co-governance to prevent privatisation.

It's also the central government's spin rebounding on their allies in local government, as it should, and sadly also onto those of us who wanted a cheaper option, too. Local Water Done Well 🙄is not about 'savings,' it is about moving a larger bill than 3W and putting it all on local Govt. 🙄
