That's not such a thing here. More repurposing, adaptive reuse is the view. Low rise for new build. We don't want Cabrini Green, thanks. See "Oakland and the World Enterprises" and the Black Panther housing. Answers lots of needs, not an eyesore.
Repurposing would really do it. If they would renovate the old Monterey County jail they could turn it into apartments. Beautiful art deco building. But they made it into a historic landmark so now it can’t even be repaired.
You CAN repair a landmark, it's even encouraged. You just can't change its significant exteriors and interiors. I'm pretty sure the cells don't count!

It's situation by situation. I did this work for a time, and it's highly variable depending on the building and what remains from the past. If the glass is original, one solution is an insert that fits inside the window frame to keep out the cold. I've seen it done to save original glass.
