No genuine publisher takes on a book it thinks won't sell. If they think a book won't sell, they won't publish it. That's how they make profit. It isn't a question of "covering costs."
But what if they don't think it will sell but the writer is adamant about publishing? So wouldn't they just do the service for a fee instead? Real talent then gets caught up in this "new normal".
