POTUS is speaking about using the military inside the U.S. and federalizing municipal police. They no longer will be controlled by local officials. He's conquering the country from within. He will control all government agencies. Remember, he said there will be no need for elections anymore.

I think trump will invoke the Insurrection Act some time before the 2026 midterm elections then cancel/postpone indefinitely the midterm elections, especially if his gerrymandering cheating doesn't work.
