She was Biden's Vice President. When Biden was deemed unfit to continue performing his duties as President, by law Kamala Harris would take over. That's how the rules of Presidential succession work. She was by default already the President when Biden was forced to step down.

She would have taken over IF he had been found incapable, which he was not. That has nothing to do with her being the Democratic candidate.
