the only recommendation I have is coming up with a consistent policy, whatever it is, and not making teachers/parents be the decision maker. let the phones in, okay! ban the phones, okay! but make it a blanket policy

That's what I'm going to present. Unfortunately there's been implementation of an "app" that registers bathroom passes etc that can monitor how many kids are out of class at a time. It's all pretty crazy - so I think there's got to be *some* sort of phone usage. I'll keep you updated on how it goes.
