From a strictly legal perspective, the comic doesn't specifically say how old the girl is, she could be a young college student. From a real-world perspective, it is, of course, very gross.

Yeah, but the target audience for romance comics was 12-year-old girls. Thankfully, that audience had disappeared by 1975. No one was reading these books by then. A couple more issues and it was canceled, the last of DC's love titles, of which there were many just a decade previous.
