11. CART and ASL are not interchangeable. English and ASL are different languages and not everyone who needs one knows both.
And also CART is full of errors. It’s usually good enough to be useful to me, but I can really understand why someone who is fluent in ASL might find ASL much more useful than CART.
12. More workers and business owners should know the rules around service animals. They don’t actually have to tolerate poorly behaved dogs in their establishments!
