I know there are vendors that say they can associate a marginal cost of transformer replacement with percentage of time operated near peak trading. Do you buy that?

Maybe as a very coarse first order approximation. For most loads (say subtransmission down to end use) aging tends to occur during a handful of hot, peak load days. The magnitude of the peak load matters a whole lot, though, as does load shape near the peaks. I'd be concerned about oversimplifying.
