2, 3, and 5 are easy yesses in my two seconds of research, seems like 1 is blocked by the Uniform Congressional District Act, so is the initial call to action to repeal that? could you elaborate on 4?

You are correct, but 1 can be accomplished with a change in law--no Constitutional amendment required. On 4, the Senate is hopelessly malapportioned. Representative democracy would be better off if that body was less influential. House of Lords, style.
