It's more technical and specific that doesn't include 'common sense' meanings or definitions. For example, if anyone asks Clinton did he have sex with Lewinsky, anything but "yes" is a lie.
But, AFAIRecall, Starr defined 'sex' to basically exclude oral sex. So under oath Clinton could answer "no" and not commit perjury while still lying through his teeth.
