It looks like an arrest. Like 1000s of arrests every day. Detectives make arrests all the time. They don't wear uniforms. FBI agent, ATF agents, DEA agents all routinely make arrests in plain clothes. They typically only wear unforms on search warrants. What does it have to do with Kenosha?
