If Putin can send 30,000 North Korean soldiers into Ukraine how is it that NATO cannot send troops in as well?

The only way to end the Russian invasion is for NATO (or the EU) to declare a no-fly zone over Ukraine. I.e. if Russia pass the boarder with missiles or planes, they will be shot down. Putins nuclear talk is just empty threats. Call his bluff!!
