Nah, there's a whole branch of socioeconomic policy about manufactured scarcity, it's a legitimate concept even if in soundbite form it's underdeveloped.
I mean, that's not exactly what he said, for starters, though I agree it's a reasonably fair paraphrase. I'd also say that "You have to solve scarcity" - his phrasing - is a pretty utopian (Star Trek!) frame to begin with. He's describing a dynamic, not One Weird Trick that'll fix society.
He is not saying, we solve scarcity and THEN deal with social problems. He's saying, we deal with scarcity and protect people and, inshallah, someday if you live in a post-scarcity world, you might not have to protect people as much.
