They’ll reason that Texas is OK because Trump ordered the new maps, but not California. Even if illegal, as the Executive he is immune, as it was an official act of his administration.

When the Supreme Court ruled he has immunity for all official acts as President, that's pretty much what they set up for him. He can do anything he wants and never be prosecuted as long as he says it was a decision he made as President. I don't think this will apply to Democratic presidents.
