Now, as for refineries, that’s an issue when they close for maintenance or have some kind of emergency requiring them to be shut down. Fewer operational refineries drives up costs. California only has 14 refineries serving 39 million permanent residents and millions more visitors of various sorts.

As for taxes, those are highest in regions with large populations because the infrastructure is much more robust and needs far more maintenance. Larger populations also necessitate cleaner burning fuels to reduce emissions and respiratory diseases.
