May or may not be a cicada-killer (Sphecius), hard to see the color pattern from the video! Could also be one of our other various hornets/“aerial yellowjackets” who hunt live insect prey

Very much looks like a “cicada killer” at work. I saw one take a cicada out of the air in mid-flight right in front of me a few years ago, and it was like an air-to-air missile attack (!)

That's not a bee, it's a hornet, so this is presumably an enthusiastic attempt at predation.
