Russia could have been a wealthy prosperous country, but they let it run where the rich get richer & if you live outside Moscow & St Petersburg, you fend for yourself. Outside the 2 big cities things like plumbed gas, sewerage, roads etc are a luxury, for a place with ample available gas.
