Do they actually have to heed the call, since it is ultimately unconstitutional and therefore morally reprehensible? Not from US so sorry if this is a dumb question, but having to jump for Scrotus seems like a wrong thing to have to do.

They would have to report. What actions they take under the deployment may have some discretion and ability to not participate, but that may include some severe consequences.
