A major midterm would be the clearest indication. Protests would have to be wide and durable enough that they can’t be dismissed as Democrats blowing off steam to move elite opinion. The other question is what it would take in terms of actions from the admin to provoke resistance.
If SCOTUS overturns Obergfell next year there will be an absolutely unhinged (laudatory) response in the streets and at the ballot box...
