Best I can figure is they want to get something out of there in a way that somebody else currently in the building (ie the press or a VIP) is never aware of it. Like bedsheets caked in shit, for example.

Here's the thing with the White House, after 9/11 the windows were all replaced with sealed bullet proof windows including in the residence. to throw something out the window, means taking the window out of the window pane itself. so something is definitely going on there.
