I think what is being missed with sending troops into Blue cities is that Trump is trying to bankrupt them. Everywhere the troops go people will not go out and tourism will fall costing businesses millions of dollars.

That's exactly what Blue states should do. They should put Federal taxes in an escrow account and refuse to pay the government. Let Trump take them to court.
