Honestly, just guessing but since NW wore their whites, the tribute jersey may also have been white. Its possible that both teams may not be able to wear similar jerseys like that

Exactly this, yes- Visiting team traditionally wears whites and home team wears colors. They must be visually distinct and all that. But teams can agree before on a difference in uniform (ex a team doing a "white out" game) and it's sounding like Northwestern denied to make that agreement.
