Please narrow focus to “elected and appointed political people in DC & their lobbyists and donors” rather than besmirch residents and workers in the District as a whole :-)
I did say "public", implying politicians, lobbyists, and such.
“Public sector” includes all of the workers in the departments, agencies, etc. Lobbyists, donors, operatives, and politicians are the ones to focus on.
