Security guarantees do not work. Two steps will bring permanent peace to Ukraine; Step 1 ~ Get Ukraine into NATO as Russia has never invaded a NATO country. Step 2 ~ Make the sanctions against Russia permanent. Keep them poor, maintain the peace.
