Except the anecdotes seem to suggest that after all this time the developers are still behind the curve on AI consistently doing what it is told. Is there something else going on?

I disagree, it was tasked with responding to queries with a reply that looks like a person could have drafted it. And that’s what it does. It wasn’t designed to be factual or moral, just plausible.
