We have a fair bit of common sense in our legal system. At most something very minor and historical that person would get a fine to donate to charity.

No one is getting locked up for shop lifting. The police don’t get enough funding to root out ancient shoplifters and throw the book at them. I’m talking about substantial crime. Including fraud, corruption etc. Serious crime.

I'm not saying it is or isn't happening, but if it CAN happen then someone will likely take advantage of it. Having no statute kind of relies on those in positions of power to be halfway decent enough not to weaponize the fact that legally they can have you arrested for shoplifting 10 years later.
