Affect: verb. Effect: noun. Lie: intransitive - done one's self. "I lie down." Lay: transitive - done to something (but confusingly also the simple past of lie). "I lay my phone on the table when I eat." "I lay down last night." Grammar Police strike again! You're welcome.

"Affect" can also be a noun, but only in a psychological sense: "The patient's affect was flat."

All joking/puns aside, that a PhD holder does not know the difference is perhaps one of the greatest condemnations of our educational system. Pretty pathetic.

That's funny as f***! That being said, the things that puzzle you most are the very things worth conquering. I believe I'll be working on 'who vs whom' until the day I die. Not a difficult rule if writing, but my brain can't diagram a sentence in my head fast enough to use the rule while speaking.

Affect: this causes something to happen to something Effect: the thing that happened (think special effects) If I light a rocket on fire, that affects the rocket and the later effect is that it explodes. Affect affects "a"n object. Effect is the "e"ventual result.

Well, that’s poor advice. Both are highly useful words. One’s usually a noun, the other usually a verb. My 11th graders got it without much problem. They had a harder time with there, they’re, and their.
