The word 'should' applied to the imaginary object 'America' and illustrated (for the brains with kindergarten level of development) by a picture of a bird... is... charmingly stupid.

Not sure if this an insult. I think it is. Kindergarten level of development and stupid are a hint. As far as I am aware with my stupid MD, PhD brain America is a real continent and this bird is in the coat of arms of a rapidly failing American country. This then is some second level meaning.
