I agree with your point, but isn't the issue more that we CAN build the ferries in Canada, with our current industrial infrastructure, whereas phones (e.g.) is an impossibility?

I don't know if that's true given current shipyard's capacity. No Canadian company bid on the project. And almost certainly not at a price we're willing to pay.
