I think it could be doable for us, if our faculty are prepared to hold daily all-hands meetings where the outcome of the meeting is already decided but they have to spend three hours reading it out loud anyway.

The only way it would work is if more stability and equality is granted to contingent faculty in order to increase the meeting labor pool. If departments have only a few tenured faculty who are all 70+, then decisions will continue to be outsourced to the business class.
In other words the definition of faculty has to be expanded to include contingent instructors, postdocs, grad students, even undergraduate representatives.
