Economics is based on a flawed theory that had its flaws pointed out from the start. It exists as we have it because it appeals to greed, and rewards it. The government was never supposed to be the largest employer, either.

The government being the largest employer makes perfect sense, which is why it is the largest employer in many many countries, including the one I was talking about (not the USA)
