Because like - a presidential parade for “the 250th anniversary”? That feels like it would be a dress uniform occasion.

Yeah, I suppose if I had been in charge, and was wanting to do it the right way, I probably would have called for dress uniforms. But the whole thing just feels like a case of malicious compliance. They had to do it, so they choose chose to do it as poorly as possible.
