West coast swing is typically danced to whatever music comes on in both social and competitive settings, and dancing with random partners is pretty common in competitive settings (what this looks to be). Improvisation is a core part of the style so competitions tend to encourage/require a lot of it.

It looks like an event at a dance competition (maybe West Coast Swing?), in which case the pair would be randomly selected from a pool of pretty good dancers.

I don't generally believe these are random and unrehearsed. This duo I could believe though, with the way they're checking for the other's location and actions

You would be surprised at how easily an experienced dancer can do this with an unknown but equally experienced partner.

Yes, even with an unknown and less experienced partner who is at least somewhat trained. I’ve been amazed at what I can do with a good lead, especially if they are whispering in my ear what’s up next.

It was unrehearsed. You can see a few rough spots where they were kinda out of sync. The guy also pretty much just framed each pose and let the woman be the picture. If you watch just him (and it's hard; she's mesmerizing) He kind of moves from pose to pose most of the dance.

This is a "Jack and Jill" style competition for West Coast Swing, a lead/fellow partner dance. The competitors are paired randomly and don't know the song ahead of time. The dancers have likely danced together, but the whole thing is improvised. Source: I'm a dancer and know the people in the video

They are, but the dancers are both speaking the same language. He’s leading, she’s following, so by movements of his hand, leg, head or foot he can signal to her the move he’s doing and she follows. These are experienced dancers so they know what they’re doing.

It’s a really common occurrence at West Coast Swing conventions, it’s called Jack & Jill. You sign up according to experience level and get assigned a random partner from someone at your level. It’s super fun and joyful.

I’ve been in clubs where Dancing was the goal, and random people who new how to dance did some impressive moves together.

It is a swing dance, just a different one. The popular one of the 90's you're thinking of was Neo Swing or Lindy Hop. Think of them as different types of cake. West coast swing works to any modern pop or blues and has a distinctive look apart from the others but they share some movements

Seattle has a great WCS and Lindy community, used to be my stomping grounds. Sad China Harbor is gone. Century had a remodel/change of ownership I heard. Made it back for Easter Swing this year and they absolutely nailed it I thought.

If it helps you can separate them as East Coast vs. West Coast swing. But East Coast is usually just called swing because it came first.

Also, in case you're ever around this crowd; swing dancers don't usual consider ECS a "real" swing dance. It's like the splenda of the swing world and typically done along with Jive by "Ballroom Dancers". It (rightly) gets some derision.

Not quite. WCS has origins in Tommy Two Step and "Hollywood" swing. East Coast Swing used to be called Jitterbug, is the basis of 90's NeoSwing, and was created by Arthur Murray to 'de-black' Lindy Hop for White people (true story). WCS arguably pre-dates ECS

It used to be taught to help "hook" new dancers, but we'd just have to end up breaking all the ECS habits to get them dancing Lindy Hop. Timing, rhythm, intent, movements, all kinda run "counter" to what the other swing dances do.

Not saying that they aren't related just that they aren't exactly the same. Tempo is the biggest difference.
