Article I section 10, “No State… shall… enter into any Agreement or Compact with another State” I think our existing Constitution needs radical revision going forward, but for now at least this would get shut down immediately.

There is long established legal precedent that read Art. I, Sec. 10 to permit most interstate compacts without congressional approval. But regardless, the Constitution is broken and unenforceable. If it doesn't apply to the president it doesn't apply to the states. This is about exercising power.
