the UK don't need AC to cope with heat waves (yet). The individualistic consumer model (everyone get a mini split!) isn't the only way to organize society and, I argue, is a temporary, unsustainable model designed for and by. people who want to sell things.
I'd be curious to see how many heat deaths occur in the UK and France, I'd bet it's more than you think. People who rarely experience extreme heat think opening a window is the solution. People who know better will close all the windows and blinds.
