That makes sense, you’d think West Germans might have moved to parts of East Germany other than Berlin, but this suggests everyone mostly stayed where they were.

Just a guess. But, of course, it’s expensive to move and most on the East German side would have had few resources after reunification. Plus, it’s uncomfortable and most of us don’t embrace change.
