we have city council elections this year and i am like, what??? we're adding at-large seats so that's good, but came as a surprise!

I think we moved all of ours to even numbered years to boost turnout - every city council had to cram in a 1 year term adjustment a few years ago, which caused some local drama about mayorship rotations!
