Honestly the way he's talked about it since has convinced me he genuinely did mean that line as a pivot /from/ talking about immigration to talking about supporting .... third spaces, basically... and thinks people were tricked into thinking he was talking about immigrants.

It can’t be because the low quality of the advisers in a tyranny is a function of the personal defects of the ruler If he were a more talented person the problem wouldn’t exist because a more talented person would both appoint better advisers yet also not need them so much
