I think if they're federalized then no, so I guess depending on how DHS did this Kotek wouldn't have any legal avenue to stop it. I hadn't seen that DHS pulled them, that'll teach me to read more before I fire off a comment. I wonder, though, if there might be some workarounds

It sucked. Even when (supposedly) positions were reinstated, many of them had already been forced to move on & find other work, so all those relationships they'd spent time building to get kids to read and enjoy reading were just broken.
