ok, seems possible. What options are available? For example, if it's found in a store, can you leave it with the "lost and found" person?

Ok, then if you're going to try to find the owner, it's upon them to prove ownership, something you should be able to do. Ask a few questions of anyone who claims to be, or to know, the owner. They would be able to identify the wallet's contents.
