I'm looking at the State Department's website. The 1st step is: A related citizen or lawful permanent resident (green card holder) must file Form I-130, Petition for Alien Relative. OR a US employer may file Form I-140. If someone doesn't qualify for either one, they cannot legally immigrate here.
