The lawsuit will just allow him waste more DoJ funds and time defending himself and a lawsuit is going to move zero public opinion on the Warren issue. There is no point other than wating resources and time Warren could better invest elsewhere.

Seems like actual malice (reckless disregard) to me. And there was no disclaimer by Trump. I think his statement (“gotta take a drug test”), though not explicitly saying Warren uses drugs, can still be defamatory if it implies she does, and the implication isn’t true, is reckless, and causes harm.
It would be seen as hyperbole and insult. To get past that you would need a more factually detailed claim. Time/place/drug type/etc.
