A ceasefire entrenches Hamas as the de facto ruler of Gaza: 1) they will attack again, it's their raison d'etre. 2) as long as Hamas retains arms, no one will invest in Gaza Israel should withdraw, fortify the border, patrol with drones and napalm any tunnel that crosses the border.
