Point is, if states don't send money from taxes collected statewide to the federal government, the federal government would be hard pressed to redistribute this money across the nation, especially if blue states withheld money.

Except no states pay the federal government. Where are people getting the idea that Sacramento or Albany or any other state government sends money to the feds?

And taxpayers have almost no recourse when it comes to income taxes. Their bosses aren't going to not send withholdings off to the IRS and the self-employed would either be caught or not noticed if they tried to keep their taxes. It's not just you, I have been seeing this lots of places.
