That burden is indeed primarily on the side of the electorate in deficient democracies. In those that are more efficient, the burden is not on the electorate, but governments actively seek public input on policy decisions through many channels like mini-publics, consultations, town hall meetings...

...polling, discussing individual bills with citizens during legislative processes, and many others. Marching, calling on politicians to step down or to change policy decisions once they are made, would be a significant escalation in such democracies and a failure on the part of their governments...
