The East Phillips urban farm project is in an area that the City zoned industrial. It is sandwiched between yellow lined C16 ("The type of population are mostly wage earners, small salaried and tradesmen....

So would it be easier to just slap a water treatment center on the site that the City's neglected for generations? It sure would. But Mayor Frey, if you *really* want "opportunity for all residents" (as your campaign periodically says) then you need to show up, put in the work and stop milking EPNI.
